If you can read a decimal, like 0.1 (one tenth) you can write it as a fraction just as you say it, 1/10. With powers of ten, each zero in the denominator equals the number of decimal places. 7/10 has one zero, thus it equals 0.7. You can also use a place value chart to help you read decimals.
