If you can read a decimal, like 0.006 (six thousandths) you can write it as a fraction just as you say it, 6/1000. With powers of ten, each zero in the denominator equals the number of decimal places. 6/1000 has three zeros, thus it equals 0.006. You can also use a place value chart to help you read decimals.
